MultiCellular Society (MCS) - decentralized civic progress

MultiCellular Society (or MCS) is a system that facilitates groups of individuals (or members) to work together to perform various civic functions - in addition to or as a replacement for government bodies. It also provides a process for open-source bills to be drafted, and subsequently voted into law. In addition, it provides a monetary foundation that empowers citizens as the controllers of the currency. MCS is decentralized and lives on the Cardano blockchain.

Government institutions are stagnant - they do not have an incentive to reinvent themselves or evolve. MCS instead defines public services as tasks. These tasks are called cells - they are born out of purpose, collect resources, hire workers, and die after the task is resolved. All government functions can be defined in terms of tasks (cells) of various scales. All cells have a purpose, structure defined by that purpose, and an expiration, allowing competition and incentivizing evolution.

Laws in MCS are public documents that are constantly evolving. They are created and modified by specialized cells. Laws are only relevant within a jurisdiction. Groups of members create jurisdictions defining geospatial regions as legal boundaries. Jurisdictions decide which laws they enforce and create cells to enforce those laws. Reporting, investigation, trials, and punitive measures are all specialized cells.

Centralized banking incentivizes cartel behavior. The closer an individual or corporation is to the flow of money, the better off they are. MCS turns that paradigm on its head by making individuals the source of money. Each period, currency is created and injected into each member’s account. The amount of payout and period are constants that may be modified by specialized cells (require near-consensus vote). Each period the currency does inflate, so individuals are incentivized to invest and put their capital to use.

Individuals must be verified as unique to enter the system as members. Verification will be performed by other members with a stake in the system as insurance against bad actors. The verification process will require the collection of different biomarkers on the individual - fingerprints, iris scan, facial structure, body structure, heartbeat signature, etc. The more thorough this process, the less likely bad actors can create multiple membership identities. Once an individual is registered as unique, they are granted public and private keys for each biomarker and may load any number of private keys onto a device - to expedite actions in the system. All private keys must be provided when a member performs an action in the MCS system. If an individual’s biomarker changes, the other biomarkers may be used to verify the individual in order to generate a new set of keys for the changed biomarker.

Engagement with the MCS system will be through applications that read MCS blockchain data and write to the system through a set of smart contracts. Applications will allow for creation and engagement with cells, viewing relevant laws in each jurisdiction, provide account-related activities like sending/receiving currency, and member-related functions.

MCS may be implemented with existing government systems in place and provide a way for communities to work together without the legal burden or stagnation of government institutions. As MCS evolves it will become a platform for increasingly more complicated civic functions and may become a replacement for government entirely. With no congress, president, government institutions, lobbyists, the judicial system, or central bank - a system by the people, for the people.
