Hi, just watched the latest AMA with CH

starting at 13:30, CH was talking about how it would be up to the community to decide if he and/or IOHK continues with Cardano in 2020…that’s if shelley is complete by then.
Can someone explain in detail exactly how bidding would work? Would we have to spend our ADA …or basically donate ADA to pay certain developers and/or CH to stay on the project?
Or…whoever has the most ada would have a “bigger” vote?..if that makes sense
