Public pool has a margin < 100% which means that other delegators will earn rewards. Private pools have a margin of 100% and deliver rewards only to their owners.

Ok so it’s simply just a matter of configuring a margin value/threshold?

Yes. Basically the meaning of a “private” pool is that it owns rewards just for the owners and as such is not interesting to delegators.
