Nice idea, but no - the ADA is delegated to a private pool. Does not seam like it’s meant to be spread around 
At Byron-Shelley transition, the self-supported solution to allow anyone to redeem their ICO vouchers was no longer supported, and had to go via manual redemption process via zendesk support helpdesk (the corresponding redeem functionality was removed from Daedalus). The correction above was to simplify the redemption process for those voucher holders.
The reserves were increased at shelley transition , which included the funds associated with these vouchers, and the change is only correcting the status back to allow those voucher holders redeem their ADA.

You can fetch addresses from byron genesis (dbsync provides you generated address format) to check their balance
All coupons were not redeemed, but the correction to reserves was complete (thus, we should not expect such tx in future), and those are now part of ‘circulation’. Anyone holding ICO coupon can work with zendesk to get their funds back.
So IOG (or CF) can take ADA from the reserve at will? What mechanism allows this? Some hard coded addresses? Will this ever change that they can’t anymore? Why wasn’t their a clear communication about this move beforehand? Could be that there was and I missed it…

Technically BFT holders can - that’s how protocol updates work atm (as long as BFT majority votes win), it is not be a permanent thing tho - once they transition out of TPraos-based implementation, BFT keys will no ponger play a role - but that will likely not be until Voltaire delivery
