With the 2025 Plomin hard fork, Cardano governance transitioned to an algorithm-driven model, eliminating the founding entities’ direct control over network changes. One key governance decision is the Net Change Limit, which determines how much can be withdrawn from the treasury annually.
Two governance proposals for 2025 and 2026 are currently up for vote:
- Intersect’s Proposal – Sets a 350M ADA limit for 2025.
- Community Proposal – Sets a 300M ADA limit for 2025 and 250M ADA for 2026.
Lido voted Yes on both proposals, supporting the need for ecosystem growth while advocating for financial prudence. The community has until epoch 553 (April 20, 2025) to vote. If both proposals pass, the latest approved action will take effect. If neither passes, no budgets can be executed until a new Net Change Limit is ratified.
