I have never submitted an RFC before nor understand the process. But since Ouroboros is a new protocol, it makes since to provide an RFC for it? Does anyone have any suggestions on the idea of submitting Ouroboros to be an offical RFC?

It is a process for networking and internet official standards. If Ouroboros becomes an RFC, it would be the first internationally accepted blockhain protocol. Which will help with the vision of Cardano being an official DLT that banks and companies could use to build contracts ontop of Cardano.
EDIT: Short answer, you could say it is a process for internet governance. But its not governance, its a standard. And standards need to be created if DLT is meant to become mainstream.
