Vote Coin Protocol — open paper-ballot audit design anchored on Cardano (review welcome)

I’ve published an open-access design for a paper-ballot voting system that uses Cardano as a public audit layer. The paper ballot remains the ballot of record. Each polling facility batches salted SHA-256 ballot fingerprints into a Merkle root and anchors it on-chain, and a per-voter native token with a burn-only validator proves each voting right was used at most once. No votes, names or personal data ever go on-chain.

I’d especially value review from Plutus developers on Sections 4.2, 12.1–12.2 and 14.1: the burn-only validator, the chain-load estimates, and the size of the burn transaction. I’d like those measured on testnet.
