PRISM itself does not store any credentials on chain but proof of existence, when you get a credential, you also get a proof of inclusion with it, meaning that a verified requires your credential and the proof of inclusion to be able to verify it.
When a verified checks your credential validity, it needs to find the PRISM data related to your inclusion proof, as well as checking whether the credential has been revoked, this process is what you mention as Resolve a credential
