How do we prevent low voter turnout?
Each round will have a minimum voter turnout threshold—rounds supported by the Cardano treasury will only proceed after receiving at least 3,000 votes.
Hey all, quick question:
I’m working on a project with “Gimnasia y Esgrima La Plata” (Argentine football club) that brings fans into a mobile-first platform with NFTs, fantasy games, and Maradona-era content all built on Cardano but fully abstracted from crypto for the end user.
We’ve integrated mobile UX aligned with CAT1, custodial onboarding, and will contribute a replicable open-source blueprint for other LATAM clubs. Given how bullish Charles has been on Argentina, we believe this is a great opportunity to onboard an entire region through culture and sports.
Where should I submit this under the Innovation Budget process?

Hi Diego,
It looks like you’ve got some great project there, but the innovation budget bucket is no longer a thing, at least for the year 2025.
There was a pivot in the initial budget process a couple of weeks ago, which rendered the bucket-style budgeting system “useless.” The process was then opened up for all vendors to propose their ideas through gov.tools and followed up with community signaling on Ekklesia for DReps to vote on which proposals were necessary for implementation in the last half of 2025 to the first half of 2026.
39 proposals were signaled to proceed to Budget Info Action, which recently passed on-chain. All 39 proposals will be administered by Intersect, and they are currently preparing to submit 39 individual Treasury Withdrawal Actions, which would require each proposal to cross the 67% threshold to be eligible for accessing funds from the Treasury.
To answer your question, I’d say that you have three options now:
- Submit your proposal through Project Catalyst when they launch. Or
- Submit your proposal as a Budget Info Action through gov.tools. Or
- Wait for the 2026 budget process.
With option 1, there’s not much requirement if you are already familiar with how Catalyst runs except to wait for them to launch. You can read further at projectcatalyst.io
With option 2, you need to perform a temp check first to see if the community would support your BIA before you make the big move. Submitting the BIA would require you to lock 100,000 ADA through the lifespan of the BIA (6 epochs), and it will be the same for TWA (6 epochs). Also, you must be ready and willing to go through the process carefully with the entire community (especially DReps).
With option 3, you need to prepare your documents for 2026 while doing a lot of community engagement to ensure that your project is well known by the community even before the budget process begins. That would give you some competitive advantage, if any exists.
