I just create a pull request for a new CIP.
The goal is to disincentivize Multi-Pool Operators without reducing Sybil resistance.
At the same time, incentivize filling pools with delegation to saturation.
It’s just a formula change that uses delegated stake to unlock pledge bonus.
No new parameters.

This is the easiest fastest way to see what the formula change does to achieve the goal.
@Cerkoryn created a CIP that achieves much the same goals by different method.
The following is a side by side comparison.
The methods are not mutually exclusive. They may be combined.
The only reason I know about the Multi-Pool Operator issue is because I am developing open source software called Pool Ranger using Aiken to manage stake pool delegation for those that are too busy to do it themselves. Franken addresses are used so Pool Ranger never has access to private keys, rather only staking keys. Anyway, before taking customers, I needed reports and simulations that would allow me to pick the most high yielding stake pools and to avoid those which are not likely to produce.
All of that software is now open sourced.
In any case, the problem with pledge calculation that favors multipool operators and discourages delegation to honest pools showed itself in the software so I wrote a CIP about it.

Note: Using the term Honest Pool when talking about Single Pools implies that Multi-Pools are not honest. Here is why most Multi-Pools do not meet the honesty criteria: While currently the protocol does not incentivize the behavior, the intention of the protocol creators is that SPOs will provide a place for delegators to earn a fair reward for staking. Multi-Pools with lots of delegation are meeting at least that objective, and these pools will be unaffected by the proposed change. But Multi-Pools with little delegation are collecting fees for each pool, and a pledge bonus too, every epoch without providing that service. These are the pools that will lose income from the change proposed in this CIP.
