Kavinda Kariyapperuma Shares Exclusive Insights Following Meeting with Sri Lanka’s President
Kavinda Kariyapperuma, Founder of Coin Ceylon and Board Director at Intersect MBO, recently had the opportunity to meet with the President of Sri Lanka, H.E. Anura Kumara Dissanayake, to brief him on the growing impact of Blockchain Technology-related educational and community initiatives being carried out through the CoinCeylon x Intersect Sri Lanka Hub.
According to Kavinda, “the discussion covered the successful blockchain-focused workshops conducted across universities in Sri Lanka, where students are being introduced to building on the Cardano ecosystem, learning the fundamentals of decentralized systems, and building real-world use cases. A copy of the Intersect Development Report was officially presented to the President during the meeting, outlining both the progress made and the strategic roadmap ahead.
The conversation also touched on the broader potential for Cardano based technology to support national-level goals such as transparency, accountability, and anti-corruption, particularly through blockchain’s immutable record-keeping and decentralization features. The President expressed strong support for the work being done and encouraged the expansion of education initiatives, particularly in local languages, to help citizens better understand the value of blockchain and how it can positively impact society.
Global Cardano initiatives were also discussed, including governance, on-chain identity, and enterprise use cases, highlighting how Cardano is making progress worldwide. The idea of hosting future Global Cardano events in Sri Lanka was welcomed positively as part of positioning the country as a regional hub for blockchain and AI innovation.
The President was also briefed on the enthusiastic response from local tech professionals and university students who have actively engaged with Cardano through CoinCeylon-led events. Their growing interest and participation that reflect Sri Lanka’s potential to take a leadership role in driving Web3 and decentralized innovation across South Asia.”
CEXplorer: How Decentralized is Cardano Governance?
CExplorer has recently released a new article titled “How Decentralized is Cardano Governance?” that examines the state of Cardano’s decentralized governance, focusing on DReps and voting power distribution. According to the article, only 14% of total ada is delegated to autonomous DReps.
The article also notes that EMURGO has confirmed it will not use Genesis ADA for its DRep and is exploring delegating to smaller DReps to support decentralization. Yoroi is reviewing its default delegation settings, and the Cardano Foundation has distributed 140 million ADA across seven DReps, committed until at least the end of 2025.
The article concludes that, despite the limited distribution of voting power, Cardano’s governance is more decentralized now than when the founding entities held Genesis Keys. It stresses the need to keep expanding this distribution to maintain governance health over the long term. To read the full article, view here.
Discover Cardano’s Explainer Videos

These resources are aimed at keeping the community informed and engaged as the ecosystem continues to grow.
