Dear Cardano Community,
This is the Eastern Cardano Council.
We recently cast an Abstain vote on the expired governance action “Name the next hard fork HOSKY Hard Fork(15f82a365bdee483a4b03873a40d3829cc88c048ff3703e11bd01dd9e035c916#0)”.
Below is a link to the Github page where you can read the ECC’s full rationale.

The Interim Constitution Committee assesses the constitutionality of governance actions based on the Interim Constitution. However, if any Cardano community members have feedback or comments on the committee’s interpretation, we’d love to hear from you at any time using the Feedback Loop below;
Best regards,

Thank you @eastern_cc for explaining this, which is a practical lesson for me.
Please correct me if I’m wrong, but it sounds like the Constitutional Committee members are obliged to vote on Governance Actions only with respect to their constitutionality, and not any other factors (e.g. rationality or feasibility). If this is so, I admire your reserve and responsibility for posting your rationale as such.

Thanks for the comment @COSDpool .
I’m Oscar, an ECC member.
Yes, basically, the Interim Constitutional Committee considers the constitutionality of governance actions based on the Interim Constitution. As far as the technicalities are concerned, I guess an example would be something like this.
If a governance action is submitted that sets maxBlockBodySize set to 0: there is something in the interim constitution that defines a guardrail for that parameter (These provisions allow the ICC to assess the governance action as unconstitutional and cast a No vote.).
However, governance always comes with variables, and it is difficult to define a constitution to include all the cases that can occur. While the Constitutional Committee will naturally consider reasonableness and feasibility as part of the process, the Cardano Interim Constitution will be the overriding criterion for assessing constitutionality.
I think it’s also important to communicate with the community during this process. Even the same constitution can be interpreted from different perspectives on some of its provisions. We are here tobe the voice of the Cardano community (although all decisions will be based on the interim constitution), and that’s why I think it’s important to get feedback from the community during the course of the interim constitution committee’s work.
