Generate the stake pool registration certificate error: crypto_vrf_ietfdraft03_publickeybytes

Hello there!

Trying to generate registration certificate on offline machine, but as result got an error:

cardano-cli: symbol lookup error: cardano-cli: undefined symbol: crypto_vrf_ietfdraft03_publickeybytes

I have tried:

• reinstall libsecp256k1 and libblst libs
• checks the .bashrc file for lib paths

How this error can be fixed?
