It is POS, but not truly decentralized. The protocol is currently running on stake pools operated by the entities developing it. The fees they collect from the blocks are burnt. The protocol will become truly decentralized after other people will be able to run stake pools, which should become possible in 2019 once the switch to Shelley era is complete.
