:hammer_and_wrench: Clarifying Common Misconceptions about the Tooling Sustainability Program

We’ve heard a few misconceptions circulating about the Tooling Sustainability Program under the Open Source Committee’s Paid Open Source Model (POSM) budget, so let’s set the record straight.

:one: Misconception:

“If a project has ever applied for funding in Cardano, it is ineligible for this program.”

Correction:
That is not the case. If you have applied for any kind of Cardano funding, regardless of whether your proposal was accepted or not, you are still eligible to apply to this program.
However, priority may be given to projects that have not yet received funding — for example, Catalyst proposals that did not pass voting thresholds.


:two: Misconception:

“If your project has been funded by any mechanism in Cardano, you cannot apply.”

Correction:
Per the Tooling Working Group rules approved by the Open Source Committee, all previously funded projects are reviewed on a case-by-case basis.
Receiving prior funding does not automatically disqualify you. There’s a clear difference between projects that received significant grants and those that received minor or one-time support.
Our goal remains simple: to sustain and strengthen critical open-source tooling across the Cardano ecosystem.


:three: Misconception:

“Errors or ‘X’s on the attestation form mean I’m ineligible.”

Correction:
Not at all. If you experience any errors or receive “X” marks on your Open Source Attestation Form, please reach out to the Open Source Office (OSO) or Open Source Committee (OSC) for support.
These indicators are part of our ongoing process improvements for open-source reporting — they help us identify areas where documentation or project alignment may need refinement, not reasons for exclusion.
