I see some stake pools are able to put a header announcement type thing at the top of their adapools page. How is that done?
It’s a free promo feature, take a look at the Share/Promote tab on a pool’s detail page
//edit: just reread your post, you probably didn’t mean the promo… you can sign up and verify as pool owner, so I’d assume that’s where you can set the announcement
You need to claim your pool in adapools.org and pooltool.io
After that you will can set a message on top header.
