As announced on Luma, Meetup and the Cardano Forum Post, on August 25, 2024, the Cardano Constitution Workshop in Vietnam took place at the Vien Dong Hotel in Ho Chi Minh City, with over 35 participants attending out of the 78 who registered.
The workshop, which spanned from 9 a.m. to 5 p.m., focused on the theme “DRep and the Distribution of Power” and included the election of Constitutional Delegates representing the Vietnamese community at the Constitutional Convention in Argentina later this year.
Key Highlights of the Workshop:
- Introduction and Objectives:
- The facilitator and the organizing committee outlined the objectives of the workshop, provided context on the importance of the Cardano Constitution, and guided the participants through the 1-2-4 discussion method (individual reflection, paired discussion, and group discussion of four).
- Discussion on the Code of Conduct for DReps:
- Participants concurred that integrating a Code of Conduct for DReps within the Constitution is essential to:
- Ensure transparency and fairness.
- Foster trust within the community.
- Prioritize the ecosystem’s interests over individual gains and prevent fraudulent activities.
- Standardize various practices to facilitate monitoring and enhance accountability.
- Some participants proposed that these guidelines be included in a supplementary appendix for ease of updating as needed.
- Participants concurred that integrating a Code of Conduct for DReps within the Constitution is essential to:
- Unified vs. Individual Code of Conduct for DReps:
- The voting outcome revealed that 29 participants favored a unified code of conduct for all DReps, while 3 supported the idea of allowing each DRep to adopt its own code, and 1 remained undecided.

- A total of 33 participants supported the notion that the Constitutional Committee should oversee and ensure that the DReps’ codes of conduct align with the Constitution, with 2 expressing uncertainty.

- The majority expressed agreement that compensation is necessary to motivate DReps, ensure their accountability, and encourage their active participation in governance.
- It was suggested that the Constitution provide clear guidelines on determining compensation, setting a maximum limit while avoiding a specific figure or minimum threshold.
- Emphasis was placed on the need for a flexible and transparent compensation framework to maintain fairness and balance within the ecosystem.
- Requirement for Codes of Conduct for SPOs:
- The discussion concluded with broad support for a constitutional requirement that Stake Pool Operators (SPOs) adhere to codes of conduct to ensure transparency, maintain security, prevent fraudulent behavior, and curb the concentration of power.

Disclosure of Dual Roles for DReps and SPOs:
- The majority opinion favored the disclosure of dual roles to maintain transparency and prevent fraud. However, some participants cautioned against including such a requirement in the Constitution if current technology cannot adequately verify identities.

Provisions for Conflict of Interest:
- Out of 33 participants, 23 agreed on the need for additional provisions to ensure transparency and prevent conflicts of interest. These provisions would include disclosing dual roles, restricting double voting, clarifying economic and power-related interests, and limiting the scope and authority of voting rights.

Election of Constitutional Delegates:
- A total of 9 candidates presented their experience and commitment to representing the Vietnamese community. Subsequently, 5 Constitutional Delegates were elected to participate in the Constitutional Convention scheduled for the end of 2024.

The workshop concluded successfully, with meaningful contributions from ADA holders, SPOs, DReps, and individuals with expertise in administration, law, and politics.
