The Interim Constitution is Now Available
On June 21st, 2024, Intersect released the long-awaited Interim Constitution to the public. This document serves as an interim minimum viable constitution containing provisions and guardrails necessary for CIP-1694 to take effect. It is intended to be temporary.
The Final Constitution must be ratified by ada holders, expected by the end of 2024 or the beginning of 2025. Therefore, the Final Constitution may differ significantly from this Interim Constitution based on the desires of the Cardano community. Alongside technical guardrails, the interim Constitution will be included in the Chang upgrade.
Drafting of the final constitution will continue through global workshops and the Constitutional Convention later in December. For more details, read here the full document: https://constitution.gov.tools/en/interim-constitution

The Interim Constitutional Committee Vote Ends
On June 24th, 2024 at 21:45 UCT, the elections for the 3 community seats on the Interim Constitutional Committee ended. The last update from Intersect showed 439’366’985 ada voted from 1771 stake addresses. Given the use of Rank Choice Ballot in this election, the results are expected to be released on June 26th, following an audit by Sundae Labs, Xerberus, and Andrew Westberg. source

In a Ranked Choice Ballot vote each voter can rank their top candidates in order of preference. This voting method allows for a more nuanced expression of voter preferences compared to a simple majority vote.
A simple instant run-off election is a voting method where candidates are eliminated in successive rounds. After each round of counting the candidate with the fewest votes is eliminated. Votes for the eliminated candidate are then transferred to the next preferred candidate on each affected ballot.
This process repeats until six candidates remain. The results of the election will then be transmitted to Intersect audited by an impartial third party and shared with the Cardano community. The three candidates receiving the most votes by stake will be declared the winners and seated on the Cardano Interim Constitutional Committee. The candidates ending up in fourth, fifth and sixth place will be considered alternates and will be seated if the winners decline or are for some reason unable to serve.
Some Updates From The Aiken Team:
- We recently passed the 1 million transactions mark on Mainnet interacting with an Aiken smart contract. And what we mean by “interacting” is any transaction that sends to, spends from or mint with an Aiken validator.
- Put in perspective, about 25% of all smart-contract traffic was based on Aiken, which comes second after Plutus-Tx/Haskell still representing ~65% of that traffic.
- MinSwap (the largest DEX and dapps on Cardano, solely responsible for more than 50% of the dApp traffic on mainnet) has also announced that they completed their final audit on their new rewritten v2 implementation, based on Aiken. So we are anticipating a significant uptick once they finally deploy their contracts.
- On a different note, IOG promised full-time engineers are finally materializing. We have interviewed and approved a candidate that applied to the offer they put out. His name is Riley and is starting next Monday. He’s been in the Cardano ecosystem for a while and is one of the lead developer working on the Summons platform. So, quite a strong Aiken user. Now committed full-time to help improving Aiken. We have a few missions for him already ready to keep him busy
- We’ve been also putting out some interesting libraries showing the power of Aiken and of the recent features we introduced such as property-based testing and backpassing. This is visible in the Merkle-Patricia Forestry GitHub - aiken-lang/merkle-patricia-forestry: 🌳 Libraries (Aiken & Node.js) for working with Merkle Patricia Tries on Cardano. that’s been announced recently. The library is now being used in the v2 implementation of Fortuna GitHub - cardano-miners/fortuna: All the "greatness" of proof of work, now in smart contract form that’s about to be deployed on Mainnet.
