What is a voting power delegation? What has happened to my 20,000 ADA? How could this transaction have taken place and what steps, if recoverable do i need to take? Thanks from a noob who feels sick to his core right now.

With the receiving address we can check what exactly happened with your funds on that wallet with a block explorer like cardanscan.io .
The receiving address is like the residential address, but without the (private) key, we cant enter.
So yes, by providing a receiving address, your remaining funds are not in danger.
My guess would be that the “Voting Power Delegation” label is a bit misleading here.
In order to withdraw staking rewards, the account has to have its voting power delegated.
So, it’s probably not that delegating the voting power led to 20 kADA going, but rather the other way round that wanting to transfer as much ADA as possible also needed a voting power delegation to be able to withdraw rewards.
If you didn’t do this and also nothing that could accidentally have led to this, then it’s likely that someone got your seed phrase or keys and stole those ADA.

Okay, that’s a bit strange. That delegated to Abstain, but then did not proceed to also withdraw rewards.
And: The ADA are just sitting on the target account – together with only one other large inflow and nothing else – and nothing more happened for days:

right? Whats the recourse here? I did not delegate this or send it. Do i report this to police, it an anomilily that can be fixed or is it a crime. Can the stake pool owners return these funds? From a technical perspective is it delegated or withdrawn? why/how can you even delegate in daedalus?
It’s crypto. Unfortunately, it is quite possible that there is no recourse.
You can do that. If you trust your country’s police, you should probably. But it’s very questionable if they can do anything in the end.

No, nobody in Cardano can reverse a transaction. There is no specific pool involved in this.

If you dont have access to the wallet where the funds were sent, then you cant do anything.
Again, if you didnt submit this transaction and you dont have access to the wallet where the funds are now, you most likely became victim of a crime and you should report it to your local authorities.
This has nothing to do with a stakepool operator.
