Legal Compliance Indonesia by CWI

Regulatory compliance is important to start, to scale, and to sustain in Indonesia as well as in many other countries. Tis why we propose this initiative:

Purpose & Objectives of the Proposal

  • Creating a legal framework to support the Cardano ecosystem in Indonesia so that blockchain-based projects can operate legally and sustainably.
  • Providing regulatory guidelines for Cardano projects, both for asset tokenization, stablecoins, and crypto trading.
  • Increase investor confidence with on-chain transparency and legal compliance.
  • Helping the Indonesian Cardano community and attracting global investors by providing clear legal standards.

Target Proposal

  • Cardano Indonesia Community (developers, entrepreneurs, and community members).
  • Regulators & financial authorities (OJK, BI, Kominfo).
  • Academics and universities.
  • Fintech association and industry players in Indonesia.
  • Global investors who want to enter the Indonesian market.

Main Activities

  1. Legal research & gap analysis (PP 28/2025, OJK, BI, Kominfo regulations).

  2. FGD & workshop with academics, fintech associations, and law firms.

  3. Preparation & revision of draft legal framework (contracts, permits, regulatory sandbox).

  4. Creation of contract templates & handbooks for the Cardano project based on Indonesian law.

  5. Regulatory pilot project for one Cardano proposal in Indonesia.

  6. On-chain data storage (legal framework, metadata, and MoU).

  7. Publication of results: quarterly reports, handbooks, documentation on GitHub, forums, and LinkedIn.

Success Metrics

  • The number of law firms, academics, and fintech associations involved.
  • The number of legal frameworks compiled and stored on-chain.
  • Number of MoUs with Indonesian regulators.
  • Number of use cases entered into the regulatory sandbox.
  • Publication of handbooks & reports for students, lecturers, and communities.
  • Percentage of women’s participation in FGD/Workshop (≥20%).

  • Academic Liaison: Darma (university relations, FGD, pilot project).
  • Lawyer: Aryoputro Nugroho (blockchain law & regulation expert in Indonesia).

The team also collaborates with law firms, notaries, universities, fintech associations, and the local and global Cardano community.

  • Research & Drafting: 9,000 ADA

  • Drafting & Revision: 12,000 ADA

  • Stakeholder Engagement: 14,000 ADA

  • Final Report: 7,000 ADA

  • Providing legal templates that can be directly used by entrepreneurs & Cardano projects in Indonesia.
