Where is the discussion about revising SPO rewards criteria happening?

While I can appreciate the premise and prioritization from inception up to this year of prioritizing attracting delegators, going forward it seems woefully out of alignment with the stated goals of bringing blockchain to the developing world. As evidenced by any heat map or geo-map of SPO locations, developing countries are significantly under-represented within the makeup of the SPO community. The up-front fee, running costs, language, and lack of being able to attract delegators within the SPO’s own country or region are significant barriers by orders of magnitude in some places. I am interested to know where that conversation is happening, if at all. There clearly needs to be significant changes made to align the stake pool requirements, geo-distribution, and rewards criteria with stated Cardano decentralization and other objectives.
