Cabal isn’t installing properly and looks like I’m missing a layer of installation. Can you help with this error message?

After searching the rest of the dependency tree exhaustively, these were the
goals I’ve had most trouble fulfilling: base, Win32-network

Cabal seems to be working as expected, are you using tag 1.27.0 and what gives the cabal configure step ?
