But is there a way to delegate to more than 1 staking pool in the incentivized testnet?

Yes from Wallets as well as via jcli. For jcli, see example usage in this script.

In the Daedalus client you can but only if you have multiple wallets. Each wallet can only delegate to one pool right now.
