Catalyst Weekly #94 - Fund11 proposals are in, Community Review next

You’ve made it through yet another year with Project Catalyst. What a feat. This week we just wrapped up the last town hall of the year marked number 150. What a road to get here.

Big thank you to everyone who has contributed in whichever way to making Project Catalyst better this year. It has been a tremendous honour and privilege to serve the Cardano community in return.

This also marks the last Catalyst Weekly edition of 2023 as I and the team will be taking a holiday break until the next time we meet. Please consider that much of the Catalyst team at IO will be also unavailable. You can expect delays in responses that may spill over to the first and second week of January. Thank you for your kind consideration.

With that - I wish everyone a very restful and joyful holiday season and we hope to see you next year to pick up where we’ve left off. I am looking forward to having you here with us back on January 10th - Wednesday - at 5PM UTC at zoom/youtube for the first Town Hall in 2024.

Community Review Ahead

We have now entered the Community Review stage where members of the ecosystem go through proposals and provide opinions about each proposal in their reviews. This also means no edits to proposals can be done anymore and the state is locked. Proposals can only be archived or withdrawn at this time.

To learn more about this segment, feel free to review this week’s timestamped town hall to learn and refresh about the stage overview and these steps. You can also review the slide deck pack here. The official guidelines can be found on GitBook via docs.projectcatalyst.io web.

The current phase will conclude on Jan 4, when all of the data goes through the moderation check open until Jan 18. Once all of the data is finalized - come the second half of January, this information is released and ultimately it will be forwarded to the voting interface.

Voting is then still expected to take place from January 25 until February 8. If you haven’t already, I encourage you to ask your local Cardano networks to participate and register to vote. Voters are a fundamental piece of the decision-making and are ultimately responsible for the fund allocation.

:dart: The Catalyst Team presented this week’s update on ongoing moderation and overall progress. The team reiterated the goal to align as much as possible ahead of Community Review for a good picture of the category scope. You can catch the timestamped segment here as well.

  • 400+ direct conversations with proposers about their choice of category to submit to
  • More than 1,000 comments on ideascale and related conversations across various mediums
  • Archivals generally follow these guidelines:
    • Placeholder, empty fields, or otherwise incomplete proposals
    • Under/over budget
    • Duplicates or copy-paste fields
    • Open source requirements
    • Applicant limits and past record (e.g open proposals in F7 or prior)
    • Or otherwise not in line with Fund Rules

What’s next?

  • Continued analysis around limits and guardrails

    • Community Reviewers may flag anything unusual that comes up to the Catalyst Team
  • Archivals by direct request from applicants OR Fund Rules violations

    • In all instances - timely and advanced communication is targeted to be in alignment
    • Keeping track record of all adjustments and rationales

The team also presented the latest updates around the final landscape for Catalyst Systems Improvements categories as well. All submissions that put forward their proposals in both of the categories are showing great potential to help co-build Catalyst.

After engaging in active conversation with all the participating proposers, it was clear that all existing proposals were not yet in good alignment with the needed requirements of the existing Catalyst development roadmap. And partially that’s attributed to the early days of its progress.

Following, having no viable community projects to consider in this category, the Catalyst Team then re-evaluated their participation and also decided to withdraw their proposal. The team will focus and make further progress towards the delivery of Catalyst Voices and underlying architecture (Hermes/Athena) instead. And look to re-introduce this at a later point in the future once the roadmap has progressed more.

The key outcome of this change is that Catalyst Systems Improvements: Development category was archived as a whole along with all proposals. Its budget of 1,500,000 ada was then redistributed to Catalyst Systems Improvement: Discovery (+500,000 ada) and Cardano Open: Developers (+1,000,000 ada). The first action allows more projects to be realized to drive Catalyst forward, while the second allows additional open-source projects to be funded as Catalyst track was also open-source by default.
