What to Expect at the Cardano Constitutional Convention in December 2024
From December 4 to 6, 2024, the first Cardano Constitutional Convention will take place in Buenos Aires, Argentina, and Nairobi, Kenya, marking a pivotal step in shaping Cardano’s governance transformation. The goal of the convention is for the community-elected delegates to draft a Cardano Constitution that takes into account the community feedback collected via various channels, such as the global workshop series. Once a draft has been finalized all delegates will have the choice to ratify the draft constitution.
According to the most recent Intersect newsletter, a simple majority of delegates is required to approve the draft. Assuming the delegates are able to approve a draft this then doesn’t mean the interim constitution, referenced on-chain and in the conway genesis file, are immediately replaced. Updating the constitution requires the ratification of the governance action type "update constitution”, which will only be available after the next hard fork. This governance action type requires a DRep approval of 75% and a positive assessment of the constitutionality of the action by the iCC.
During the event, elected delegates and alternates will participate in workshops designed to review the current draft Constitution, propose changes where applicable, and collaboratively refine the document. These workshops build on extensive contributions from a global community of nearly 1,400 members, supported by the insights of individuals Adam Dean, Cerkoryn, and others, as well as the Cardano Foundation.
Once the draft is finalized, the entire community will have an opportunity to review it before a network-wide vote to ratify the document. If approved, the Constitution will be hashed and added to the blockchain. If the vote fails, the Interim Constitution will remain, and revisions will be made for a subsequent vote.
The Convention is a defining moment for Cardano, giving its community the chance to shape the governance framework that will secure the network’s future.
Roundtable Talk: Cardano Constitution Drafts
A Community Roundtable Talk was held on 25 November, bringing together members from the Cardano Atlantic Council, Cardano Eastern Council, DReps, Storm Partners, Intersect and the Cardano Foundation to discuss recently released versions of the draft constitution. A great starting point to explore the various Constitution drafts is an X post from community member Cerkoryn.
The livestream focused on educating the community about the Constitution workstream, covering the drafts, the constitutional convention, and the on-chain ratification process for future updates. It also explored the foundational ideas behind the Constitution, addressed community feedback, and contributed to preparations for the convention in Buenos Aires, ensuring transparency and community involvement in Cardano’s governance development.

- Check out the cgov.app, developed by community member Mad Orkestra, to further enhance transparency around the Intersect Draft Constitution. The tool allows ada holders to submit their feedback, ideas, and objections on the draft, which are then organized and shared with delegates for the Constitutional Convention. This helps ensure a transparent and inclusive process, enabling the community to have a clearer understanding of where they stand in agreeing on the constitution to be ratified on-chain.
