Catalyst Representative Pilot – Developer Growth Expertise
Hello, my name is Bora (@boraonchain on X). I participated in the Catalyst Representative Pilot as part of the Developer Community Growth vertical.
My goal in this pilot was to review proposals across the Open: Ecosystem and Concepts categories that foster education, developer tooling, and community programs that help onboard, upskill, and retain developers in the Cardano ecosystem.
My focus lies in identifying initiatives that create reusable developer value from educational content and structured bootcamps to hackathons and frameworks that lower barriers to building on Cardano.
This includes projects that:
- Equip new developers with practical knowledge
- Create recurring or open-source outcomes, rather than one-time marketing events
- Strengthen regional developer communities and connect them globally
- Maintain technical integrity by being led by capable and experienced teams
Review Methodology
My review approach adapted the Champion framework for a structured evaluation.
1. Screening
I reviewed the hundreds of proposals across Open: Ecosystem and Concepts categories, focusing on education, events, hackathons, and developer tooling.
Each proposal was filtered by alignment and feasibility:
- (A) Promising → Developer impact, credible team, reusable value
- (B) Potential → Worth reconsideration under different funding path (e.g. Intersect)
- (C) Not aligned → Unclear outcomes, questionable path to execution or non-technical focus
2. Review
For promising proposals, I applied four criteria:
- Technical Depth & Feasibility: Does the proposal show actual technical capability? Does the proposed solution path accurately solve/help solve the given problem statement?
- Strategic Fit & ROI: Is the effort proportional to the value created for developers?
- Reusability & Developer Value: Is the output open-source, or will it continue beyond the fund?
- Team Track Record: Past delivery and community trust
Insights
Across both categories, several trends stood out:
- High signal from regional developer hubs: Vietnam, Argentina, and India continue to emerge as strategic growth regions with credible local partners.
- Education quality gap: Many proposals still treat education as marketing; the best ones focus on deep, structured learning and verifiable developer outcomes.
- Hackathons as high-leverage investments: When organized by technically credible teams, they are among the most efficient ways to onboard new developers.
- Team credibility still matters: Past delivery and verifiable technical skills are most of the time still the strongest predictors of success when looking at a sheet of text explaining why a proposal is worth the funds invested.
- Saturation warning: Several similar event or outreach proposals compete for the same goals; consolidation and collaboration will increase overall ROI.
Proposals that stood out
| Proposal Name | Category | Budget | Rationale |
|---|---|---|---|

The proposer, Raul, has previously produced well-received learning materials and educational series, including on topics such as ZK and Aiken. His experience and research-driven approach make him well-suited to synthesize knowledge from other ecosystems and adapt it for Cardano developers, helping to advance understanding of zero-knowledge use cases and their practical implementation. |
| eUTxO Fundamentals: Plutarch and more [eBook] by elRaulito | Ecosystem - Education | ₳58,000 | While the funding request is slightly higher than ideal, both the proposer and collaborator are respected figures in the Cardano developer community, known for producing technically rigorous and high-quality educational resources. Their previous publication, eUTxO Fundamentals, set a strong precedent for quality and accessibility. Plutarch, though niche and more complex compared to Aiken, remains one of the most efficient languages for building high-performance smart contracts. Its inclusion enriches the ecosystem’s technical depth and provides advanced developers with valuable insights into optimization and architecture. With Seungheon Oh, a compiler engineer at Input Output and a long-time contributor to Plutarch, partnering with Raul, the project has the expertise and credibility required to deliver meaningful outcomes. Supporting such initiatives strengthens the ecosystem’s technical foundation and provides long-term educational value to developers seeking mastery in Cardano’s smart contract stack. |
| Scaling Cardano Innovation - BlockPrint Developers Community | Ecosystem - Community | ₳60,000 | The proposal outlines a well-structured curriculum developed in collaboration with an established educational partner, Gimbalabs, and is supported by a strong delivery record from a prior successful Catalyst-funded initiative in the same area. The plan is carefully designed with three milestones customized for different regions, ensuring clear organization and manageable execution. The inclusion of mini hackathons following each learning phase is a smart way to maintain engagement and encourage practical application of knowledge. Combined with the accessibility of the Gimbalabs curriculum, this proposal presents a sound and pragmatic foundation for expanding developer education within the Cardano ecosystem. |
| Catalyst Review Made Trustworthy with Andamio Protocol | Ecosystem - Community | ₳60,000 | The Andamio platform has established itself as a valuable educational infrastructure for Cardano, offering structured learning systems and on-chain mechanisms that align success with community growth. A proposal that seeks to fully leverage the platform’s capabilities, especially when initiated by its original creators and supported by experienced ecosystem contributors, represents a strong opportunity for long-term value creation. This initiative has a high likelihood of producing tangible, sustainable benefits for the Cardano community by reinforcing accountability and transparency within the educational and governance processes. |
| Learn and Build High-Speed GameFi with Hydra | Ecosystem - Training | ₳45,000 | The team has demonstrated strong technical capability by delivering live, functional solutions for the Hydra SDK and associated games even before the proposal submission. This readiness and tangible output show a high level of competence and commitment. Proposals that adopt such a proactive, delivery-first approach provide clear value to the ecosystem and merit full support, as they allow developers to experiment with working tools immediately. |
| ZK Bootcamp for Cardano by Eryx | Ecosystem - Training | ₳60,000 | Although Eryx is a relatively new participant in the Cardano ecosystem, the team is rapidly becoming a key contributor in the zero-knowledge (ZK) space alongside other leading developers. Their consistent focus on ZK-related projects across multiple Catalyst rounds and their growing track record of delivery establish strong credibility. Educational initiatives of this kind are highly valuable, particularly because the produced resources are reusable and can serve as foundational learning materials for future developers seeking to understand and implement ZK solutions on Cardano. |

| IndiaCodeX ’26: India’s Largest Cardano Hackathon | Ecosystem - Hackathons | ₳60,000 | India represents one of the most dynamic and rapidly expanding developer markets globally, as highlighted in multiple ecosystem reports such as Electric Capital’s developer studies. Hosting a large-scale Cardano hackathon in this geography is a strategic move to attract new builders and introduce Cardano’s tooling to a highly capable and growing technical community. The cost-to-acquisition ratio for developers in India is notably favorable, making this initiative a strong investment for long-term developer growth and ecosystem diversification. The low acquisition cost per developer served as a metric to success is especially attractive to consider this proposal. |
| SEA Hackathon: Shaping Southest Asia’s Next Cardano Builders | Ecosystem - Hackathons | ₳44,970 | Southeast Asia continues to emerge as one of the most active Web3 regions, with significant developer density and strong academic and startup networks. A hackathon focused on cultivating Cardano builders in this region aligns perfectly with the Foundation’s goals of fostering accessibility and local empowerment. These types of events not only help onboard new developers at relatively low cost but also strengthen community cohesion and create sustained pipelines for future ecosystem contributions. The low acquisition cost per developer served as a metric to success is especially attractive to consider this proposal. |
| CHARLI3 Oracles Hackathon | Ecosystem - Hackathons | ₳60,000 | Oracles are a foundational requirement for any decentralized application ecosystem, yet remain underutilized within Cardano. Charli3 has a strong, verifiable track record as one of the few teams capable of demonstrating both the technical value and practical applications of oracles.
