Don’t know any in Barcelona, but I know that Gibraltar is shaping itself to be a crypto-hub. It started regulating ICOs recently, and is building it’s own exchange. Also, it’s a place without any capital gains tax (you keep what you withdraw). But it’s being worked on from what I’ve read on the news. Here are some links:
