Staking To Pay For and Incentivize Distributed File Storage

In Charles’ recent interview he suggests paying rent for file storage.

The video linked here is queued up to the correct moment.

For the case of governance documents that must persist and be accessible for as long as the Cardano blockchain exists, I am wondering if it might be possible to pay a one time fee for filing a governance action which goes to a random stake pool and the staking rewards used to incentivize storage of all the documents associated with the governance action in a decentralized manner.

The idea is covered in Beemocracy at this link here.

I am wondering what problem the idea has that I am not seeing and I am also wondering if the idea does have merit then if it might also work to incentivize decentralized file storage for non governance documents as well.
