For the case of governance documents that must persist and be accessible for as long as the Cardano blockchain exists, I am wondering if it might be possible to pay a one time fee for filing a governance action which goes to a random stake pool and the staking rewards used to incentivize storage of all the documents associated with the governance action in a decentralized manner.

I am wondering what problem the idea has that I am not seeing and I am also wondering if the idea does have merit then if it might also work to incentivize decentralized file storage for non governance documents as well.
