is there a way to get the ADA Waller without having to download the blockchain…? or is there another wallet i could get that doesn’t req me to DL the blockchain?
Not at the moment. 
Which is also to say not for the immediately foreseeable future. If you google Cardano roadmap you will see something like light client somewhere in there, if I am not mistaken.
