How are retired stake pools restarted?

Hello. I’d like to learn about retired stake pools. What are all of the options for restarting them? Thank you.

Hi,

a retired pool will not participate in blocks validation process (no rewards) and must send a new certificate (registration) to the blockchain in order to participate again in blocks validation process (to have blocks assigned)

If you have the cold key of the retired pool, you can reactivate it, otherwise not.
