ITN is like closed private network. How new ada is made and rewarded if there are not transaction in ITN?

Also can people buy more ada than minted and available in network?

No, it is an open public network.

How new ada is made

Reward ADA comes out of the reward pool which is maximum_supply - total_supply (roughly 45 billion - 32 billion)

and rewarded

The rewards on the ITN are for minting/forging blocks.

if there are not transaction in ITN?

There are transactions on the ITN. Every change of delegation is a transaction.
