This proposal aims to relive the frustrations of of polling ledger state data from a Cardano node by extending the Local chain state (mini protocol) to included Ledger state data.
This is interesting and may become a more relevant proposal for the Conway ledger era.
This CIP intends to diversity the treasury holdings and increase protocol revenue to the treasury by allowing Catalyst-funded private ventures to both diversity and increase Cardano’s treasury balance.
This proposal suggests changing how scripts are hashed, from hash of it’s serialisation to a hash of it’s immediate children’s hashes, forming a Merkle Tree from the AST.

Replace governance action deposits for a fee paid to treasury
With Governance action submitters able to optionally attach more Ada than the fee requires, such surplus Ada is then paid out to DReps which vote on the proposal.

Suggestion was made to encourage authors to use namespacing, but not enforce it. This is to allow clashing naming for patches/fixes. (see KtorZ comment).
Discussion around this just being “semantic changes”, suggestion to author to split the semantic and other changes into a separate PR - to give space to debate the larger changes.
